In planning terms, a normal house is usually treated as Use Class C3, while a small HMO for 3 to 6 unrelated people is usually treated as Use Class C4. Larger HMOs with more than 6 unrelated occupiers are normally treated differently and may fall outside Class C4 as sui generis use.
