The City of London Corporation is the local planning authority for the historic and commercial centre of London, commonly known as the Square Mile. Its planning area includes Bank, Barbican, Blackfriars, Farringdon Within, Fleet Street, Guildhall, Liverpool Street, Moorgate, St Paul’s, Monument, Aldgate and the riverside areas beside the Thames.

Unlike most London boroughs, the City of London contains a particularly dense concentration of offices, financial institutions, historic buildings, transport infrastructure, cultural venues and internationally significant landmarks. Planning applications frequently involve office refurbishment, redevelopment, changes of use, shopfronts, advertisements, listed-building works, rooftop plant, public-realm improvements and major commercial developments.

Residential planning applications also arise within areas such as the Barbican and Golden Lane estates. Many homes in the City are flats, meaning that alterations which might ordinarily be permitted development for a house—such as replacing windows or external doors—may still require planning permission. The City Corporation specifically advises that permitted development rights for flats are more limited.

Planning proposals in the Square Mile can be affected by conservation areas, listed buildings, archaeology, protected views, the setting of St Paul’s Cathedral, the Tower of London and the Monument, as well as policies governing tall buildings, office accommodation, sustainability and the historic environment. The City Corporation also maintains an Article 4 direction restricting the conversion of offices to residential use.
